The Tillsonburg Hydro (THI) Board of Directors is the decision-making body that governs the organization.  The Board works with the management team to achieve THI’s mission, vision and values through strategic direction, targeted outcomes and ethical practices consistent with all statutory and regulatory requirements.

Board Member Biographies

Ann Loker. Board Chair

Ann Loker has served on the THI Board of Directors for the past six years. She currently serves as Board Chair.

Locally, Ann has been involved with the Oxford Small Business Development Committee and Oxford Children’s Aid Society (Vice-Chair). Her current positions include:

  • Provincial appointee for the Tillsonburg Police Services Board
  • Vice-Chair of the Tillsonburg District Memorial Hospital Board
  • Member on the Tillsonburg Trustee Committee

A seasoned business leader, Ann’s expertise includes executive development, strategic planning, labour relations, health and safety, policy development, change management, and board governance. Her past executive positions include:

  • Plant Manager for CTR&D
  • Vice-President, Human Resources Canada for Schindler Elevator
  • Vice-President of Human Resources for Moen Canada 
  • Vice-President, Manheim Canada

In 2010, Ann was named Milton’s Business Person of the Year. She is a Certified Human Resource Professional, with additional certification in change management, labour relations, and international executive management from IMD Business School in Switzerland.

Deb Gilvesy, Director

Deb was born and raised in the Tillsonburg area on a local tobacco farm and continued to farm in the area for over 25 years. 

She was elected to Tillsonburg Town Council in 2018 and became Mayor in 2022.

Prior to getting into politics, Deb owned and operated several businesses, including Tanner’s Studio (Tillsonburg and Ingersoll), and Lux Salon and Spa in Tillsonburg. She also served as Director and Vice-Chairman of the Ontario Flue-Cured Tobacco Board and the Joint Canadian Tanning Association.

In the community, she served as a volunteer basketball coach for more than 20 years, and was a member of the Town's Economic Development Committee.

Deb is married to Scott and has two daughters and two granddaughters. She is a lover of the outdoors and her favourite activities are paddle boarding, boating, taking long walks and reading.

John Gilvesy, Director

Born and raised on the local family farm, John holds a Civil Engineering degree from the University of Western Ontario and a Master’s in Business Administration degree from the University of British Columbia.

With his wife Sandra, he owns Gentrac Building Corporation, and with affiliates, develops real estate and builds quality homes and condominiums, including high-rise conversion. The company and its affiliates also provide management services for the commercial and condominium complex known as First Sarnia Place.

John is passionate about community and international development. He recently served as chair of a Rotary microfinance project in Honduras, and previously traveled to India for Rotary Polio National Immunization Day (NID).

John's other accomplishments include:

  • Past Board Member, Ontario Commercial Council and Ontario Real Estate Association Government Relations Committee

John is a pilot and enjoys outdoor activities.

Robert Kent, Director

Robert Kent has over 30 years of financial experience and has spent more than 20 years in the electricity industry, providing financial, strategic and regulatory leadership to electrical utilities, public water utilities and various competitive activities, including renewable energy projects.

As the chief financial officer at ERTH Corporation, Robert is responsible for the strategic management and performance of ERTH’s accounting and finance functions.

Robert holds the Chartered Professional Accountant (CPA) and Certified General Accountant (CGA) designations. Prior to joining ERTH Corporation, Robert was the chief operating officer of a local power distribution company and previously served as acting chief executive officer and chief financial officer.

Dan Rasokas, Vice-Chair

Dan is a strategic and innovative finance leader with 20 years experience driving growth and profitability. As chief financial officer at East Elgin Concrete Forming, he is responsible for leading the Finance and Operations team.

He currently serves as Vice-Chair of the Board of Directors of Tillsonburg Hydro Inc.

In the community, Dan has been involved with the Tillsonburg District Memorial Hospital Board of Directors, providing leadership as treasurer and chair of the audit committee. He also held seats at both the South-West Local Health Integration Network (LHIN), and Ontario Hospital Association Executive Committee (OHA).

He currently serves on the boards of the Tillsonburg Business Improvement and the Tillsonburg District Chamber of Commerce.

Dan enjoys spending time with his family, travelling to warm weather destinations, downhill skiing, as well as the occasional round of golf with friends.

Alex Urbanowicz, Director

Alex Urbanowicz has been a director with the THI Board since 2015. He is also a member of the Tillsonburg Hydro Governance Committee, Master Agreement Review Committee and Memorandum of Understanding Committee. Alex is a Past Chairperson with the London chapter of the Professional Engineers of Ontario (PEO), past advisory board committee member with Fanshawe College’s School of Technology and a past member with the London High Technology Committee.

Alex is a Registered Professional Engineer with the Professional Engineers of Ontario (PEO) and through his work, has:

  • Established and maintained business relationships with municipal distributing companies and major industrial power consumers as an account executive with Hydro One Networks Inc.
  • Delivered human resources services to offices and employees throughout southwestern Ontario as a human resources officer
  • Managed the electrical issues between Ontario Hydro, utilities and non-utility generators to ensure an adequate and reliable supply of power as a customer energy services supervisor

His educational background includes obtaining his Bachelor of Engineering Science (Mechanical) at the University of Western Ontario, Personnel Management Certificate with St. Clair College in Windsor, and experience in Marketing and Business Practices from Wilfrid Laurier University.

Ernie Vidovic, Director

Ernie Vidovic is a senior electric utility executive who has more than 30 years of industry experience. He has held positions on various boards and currently serves as Vice-President, Operations for a leading local hydro distribution company.

Ernie is registered with the Professional Engineers of Ontario as an EIT and is currently enrolled in the Chartered Directors College Program through McMaster University.
